Gummer leaves Labour a legacy on greening of Whitehall

One of the last acts of the Conservative Government was a qualified promise that Departments will publish their environmental appraisals of policies with significant environmental impacts. The move follows the completion of an unpublished study which found little progress by Departments since 1991 in valuing the environmental costs and benefits of their policies. The pledge to publish appraisals will be a benchmark against which Labour's promise of a greening of Whitehall will be judged.
