Agencies issue draft guidance on packaging regulations

Draft statutory guidance on how businesses will have to demonstrate compliance with the new packaging waste regulations has been issued for consultation by the Environment Agencies.1 The draft outlines a voluntary accreditation system for reprocessors which the Agencies are keen to see adopted, and the form which reprocessing certificates will take. Meanwhile, Valpak has moved to increase its appeal to large waste holders, such as high street retailers, by offering to buy reprocessing certificates from them at no greater cost than if they had opted to go it alone. A new scheme for trading in reprocessing certificates is also emerging.
