Agencies set out financial plans and environmental targets
Contrasting stories are told in the corporate plans published by Britain's environmental regulators in September. The Environment Agency is planning on an increase in income and staff, but the Scottish Environment Protection Agency (SEPA) is struggling with a funding crisis. Both have set themselves environmental targets, but SEPA's are much less well developed.
