Castle Cement balks at fine for "minor transgressions"

Castle Cement has been fined £6,500 for four offences at its controversial Ribblesdale works in Lancashire. The Environment Agency's decision to prosecute the firm for relatively minor breaches has raised questions over the consistency of its enforcement policies.
