Falling energy prices threaten CO<SUB>2</SUB> target

The conflict between the Government's energy and environmental policies has been brought into stark relief by a report for the Department of the Environment, Transport and the Regions (DETR). The report warns that liberalisation of the gas and electricity markets may increase domestic energy consumption by 11% within five years - hugely compounding the difficulties of meeting the Government's challenging target for reducing carbon dioxide emissions.
