Agency and energy efficiency lobby urge reform of utility regulators

Control of expenditure on water quality improvements should be wrested away from water regulator Ofwat, the Environment Agency has urged the Government. Meanwhile, the gas and electricity regulators and the Energy Saving Trust have all told the Government that responsibility for imposing a levy to fund energy conservation lies squarely at its door.
