Few signs of improvement in compliance with EC laws

An apparent modest improvement in Member States' formal compliance with EC environmental legislation is recorded in the European Commission's latest annual report on the application of Community law.1 But last year's decline in public complaints about breaches of environmental Directives and in suspected infringements of EC rules may owe as much to changes in Commission procedures and waning confidence in its capacity to enforce the law as to real improvements in compliance.
