Energy recovery of packaging waste faces legal obstacle

Plans to burn packaging waste as a fuel in cement kilns and other combustion processes have been dealt a blow by a legal opinion obtained by the Environment Agency. Perversely, the opinion means that while cement kilns can burn hazardous waste, they cannot burn a wide range of non-hazardous materials.
