"Contentious" projects face wide public consultation by Agency

The Environment Agency has proposed more extensive public consultation over "contentious" applications for a wide range of environmental licences. But its attempts to quell concern about a perceived lack of local accountability may be undermined by a move to redraw its regional boundaries to coincide with river catchments rather than local authority borders.
