Row on roadside tests as air quality plans fall into place

The local air quality management provisions of the Environment Act 1995 came into force on 23 December. Parliament has also approved regulations giving seven local authorities powers to carry out roadside emission tests - although Conservative MPs voiced strong concern at the prospect of "innocent motorists" being fined.
