Debate on "red list" discharges stirred by landfill monitoring guide

Draft guidance on landfill monitoring was issued for consultation by the Department of the Environment (DoE) on 15 January.1 The paper focuses on leachate and water quality monitoring, and is the latest step in a DoE bid to push a more rigorous approach to the development and implementation of monitoring programmes in the industry. Its proposals on analyses of leachate for "red list" and "black list" substances, though open to criticism, may prompt significant changes in monitoring for groundwater protection and control of leachate discharges to sewer.
