Commission drafts proposal on end-of-life vehicles

A proposal to promote the reuse and recycling of end-of-life vehicles has been drafted by the European Commission. The draft is likely to prove controversial because it would place the prime responsibility for recovering vehicles on manufacturers, and set reuse and recycling targets which did not feature in a report agreed by a "priority waste stream" group in 1994.
