Scottish discharges improve, but pollution fines remain low

Scotland's river purification boards (RPBs), which will be absorbed into the Scottish Environment Protection Agency (SEPA) in April, are ending their careers on a high note, reporting improved compliance with discharge consents in 1994/5. However, fines for pollution offences continued at a much lower level than in England and Wales.
