Ministers obfuscate over progress in "greening" Whitehall

Serious doubts have been raised once again about the effectiveness of the procedures introduced five years ago to integrate environmental considerations into every Government Department's policies. Their responses to a series of parliamentary questions tabled by Labour's environment spokeswoman, Joan Ruddock, have provided no evidence that so much as a single policy received an environmental appraisal last year. Meanwhile, the Government's "Green Ministers" have maintained the veil of secrecy over their deliberations by deciding not to publish minutes of their meetings.
