HMIPI moots cost/benefit analysis for decisions on BATNEEC

Scotland's HM Industrial Pollution Inspectorate (HMIPI) has entered the debate over the definition of the "best available techniques not entailing excessive cost" (BATNEEC) with a report calling for a "book of monetary values" for pollution damage.1 The methodology is likely to prove highly controversial, and is also at odds with a scheme developed by HM Inspectorate of Pollution (HMIP) for weighing the environmental impacts of process options.
