Lightweight EC proposal on energy efficiency

Deregulation and subsidiarity have forced the European Commission to avoid legislation in a proposal for a second five-year programme to promote energy efficiency. Instead, it intends to rely heavily on voluntary agreements with equipment manufacturers and funding to overcome barriers to energy efficiency measures. The proposal includes a modest target to improve the overall efficiency of energy use in the EC by 1% per year over the next five years.
