HMIP audit of ICI Runcorn finds room for improvement

An in-depth audit by HM Inspectorate of Pollution (HMIP) has found shortcomings in controls on atmospheric emissions and waste generation at ICI's organochlorines complex at Runcorn, Cheshire.1 The audit did not challenge ICI's use of brine cavities for the disposal of hazardous waste - or consider whether its continued use of mercury cell technology represents the "best available technique not entailing excessive cost" (BATNEEC).
