Councils face uphill battle to meet 25% recycling target

Local authorities made little progress in recycling household waste in 1994/5, according to figures published by the Audit Commission. Many councils in England and Wales recycled less than in the previous year.1 Meanwhile, Friends of the Earth (FoE) has warned that the Commission's plan to cut the number of performance indicators will make next year's figures almost meaningless.
