HMIP breaks new ground in draft incinerator guidance

HM Inspectorate of Pollution (HMIP) has sought to increase the value of its process guidance notes with a draft on incineration processes.1 For the first time, it has set out its thinking on key environmental issues, alternative technologies and financial implications. The draft has provoked a dispute with the waste and water industries over HMIP's interpretation of the "best available techniques not entailing excessive cost" (BATNEEC).
