"Technical competence" rules for waste managers relaxed

Rules introduced in 1994 to require waste management facilities to be run by "technically competent" people have been relaxed under regulations which come into force on 1 April.1 The regulations make a miscellany of other changes to waste legislation, including a further delay to the application of waste licensing to effluent treatment plant.
