Commission outlines ideas for framework Directive on water

The latest step towards an EC framework Directive on water resources was taken at the end of February when the European Commission issued a Communication on water policy.1 The paper contains its most even-handed analysis to date of the merits of environmental quality standards and discharge limits in controlling water pollution. It also marks a significant move away from the prescriptive nature of much EC water policy over the past 20 years - though the Commission has failed to acknowledge that this may bring increased difficulties in policing compliance by Member States with EC obligations.
