Successful appeal raises concern about waste dumping on farmland

A Devon landowner has appealed successfully against a conviction for tipping demolition waste on farmland after persuading a district council to issue a certificate attesting that the deposit was for an agricultural hardstanding. The county's waste regulation authority (WRA) fears that the outcome may have created an unwelcome precedent allowing large-scale tipping of inert waste on farmland.
