Special waste rules broadened, but procedures deregulated

Long-awaited regulations amending the 1980 "special waste" rules were finally laid before Parliament in April and will come into force throughout Britain on 1 September.1 The changes may lead to an increase of almost one-third in the quantity of waste treated as special, but have also deregulated some of the existing rules governing pre-notification of special waste movements. Special waste producers are likely to pay more overall in fees to the environment agencies than was expected from last year's proposals for a new cost-recovery charging system.
