Guidance on planning and waste in Scotland
Scotland's first planning guidelines for waste management were issued by the Scottish Office at the end of March.1 They give new prominence to development plans in safeguarding the environment against adverse effects from waste facilities, and in protecting groundwater. But they will do little to encourage a shift away from landfill, which may have to wait until the new Scottish Environment Protection Agency (SEPA) prepares a waste strategy.
