Drinking water risks played down in "common carriage" proposals

Plans to introduce competition in water supply by "common carriage" have been unveiled by the Government. But it has failed to address in any detail the difficult issues of safeguarding drinking water quality and apportioning liability between companies when breaches of quality standards occur in a supply fed by two or more companies.
