Questions over PowerGen's "business as usual" BPEO case

Measures to reduce sulphur dioxide emissions from existing coal-fired power stations merely increase the overall environmental impact of electricity generation, according to PowerGen. The analysis informed HM Inspectorate of Pollution's (HMIP's) recent decision to require no further retrofits of flue gas desulphurisation (FGD) equipment - but the company's assessment of the "best practicable environmental option" (BPEO) is based on some highly controversial assumptions.
