Special waste guidance thin on key details

Official guidance on the new "special waste" regulations which come into force on 1 September was issued in June.1 The core of the paper comprises technical advice to assist waste producers in assessing whether waste is special, and sets out to reassure industry that little testing of wastes will be necessary. However, the guidance leaves many questions unanswered - especially on how important new "ecotoxic" criteria should be used in deciding whether waste is special.
