DGXI initiates talks on voluntary agreements

Talks on the scope for voluntary environmental agreements at national or EC level have been initiated with Member States by DGXI, the European Commission's Environment Directorate. Agreements at national level would have to be accompanied by guarantees which are likely to temper the enthusiasm of both industry and governments for such deals - while DGXI's thoughts on agreements at EC level raise important questions about democratic accountability.
