Draft air quality strategy leaves key questions unanswered

The Government's draft air quality strategy was launched in August with a promise from Environment Secretary John Gummer that it "will mean the effective elimination of summer and wintertime smog episodes."1 But many key details - such as the powers and resources to be made available to local authorities, and the legal status of the new air quality standards - remain unresolved, while environmentalists complain that the strategy will do little to curb traffic growth.
