Ban on field silage lifted without promised water safeguards

An impending ban on field silage-making was lifted by regulations which came into force on 31 August.1 But promised new safeguards against water pollution risks from the practice, as well as powers for the Environment Agency to order improvements of farm waste and fuel oil stores, were not included in the package.
