Directive on PCB phase-out finally agreed

An EC Directive requiring the phase-out of polychlorinated biphenyls (PCBs) and related substances has finally been agreed eight years after it was first proposed.1 The Directive will create some new requirements in the UK, in particular for the notification of PCB equipment to the authorities and the preparation of a national PCB disposal plan. But it is the UK's existing commitment to phase out PCBs by 1999 rather than the Directive which is likely to raise controversial questions as the plan is formulated.
