Economic arguments gain ground in IPC minerals guidance

The Environment Agency has accepted that several key minerals industries - including the cement and Fletton brick sectors - will probably not be able to afford significant investment in environmental improvements. The view, expressed in revised integrated pollution control (IPC) guidance notes for the sectors,1 raises important questions about the application of the "best available techniques not entailing excessive cost" (BATNEEC).
