Gummer's greenhouse target - a recipe for inaction?

A "challenging" call by Environment Secretary John Gummer for developed countries to cut their greenhouse gas emissions by 5-10% by 2010 is looking increasingly like a soft option for the UK, which may be able to meet the target with little or no new policy initiatives. A key factor is that scientists now believe that methane and nitrous oxide are more potent greenhouse gases than previously thought.
