HMIP takes another look at IPC charging scheme

HM Inspectorate of Pollution (HMIP) has launched a second review of its much criticised system of cost-recovery charges for industries subject to integrated pollution control (IPC). Options based on direct charging for inspector time or the environmental risk posed by a process now appear to be finding greater favour in industry - but the review process has reopened a rift between small speciality chemical firms and the rest of the chemicals industry.
