Commission throws SO2 policy back in the melting pot
The European Commission has proposed that the 1988 Directive on large combustion plant should be replaced by a daughter of the new Directive on integrated pollution prevention and control (IPPC). The surprise move may extend EC emission limits to existing plant - and may broaden the controls to include gas turbines or clean coal technologies in an assessment of the "best available techniques" (BAT). The Commission has also revived long-standing plans to limit the sulphur content of heavy fuel oil.
