Landfill resolution cancels protection over pollution charge

Sheffield City Council has been prosecuted successfully by the National Rivers Authority (NRA) for polluting a brook with landfill leachate. The case was unusual in that a disposal licence which may have protected the council had been invalidated because the waste regulation authority had transferred the licence conditions to a site resolution.
