Brussels launches study on incineration cost/benefit

Protests against the European Commission's plans for a strict new Directive on incineration of non-hazardous waste have prompted it to sponsor a major study on the costs and benefits of abating incinerator emissions. The study may well prove controversial because the successful contractor will be expected to assign monetary values to the health and environmental damage caused by emissions.
