HMIPI's secret prosecutions
HM Industrial Pollution Inspectorate (HMIPI) has brought what appear to be its first prosecutions for breaches of integrated pollution control (IPC) under a shroud of secrecy. Scottish Hydro-Electric and Scottish Power were both prosecuted for IPC breaches earlier this year but the facts have not been publicised by either HMIPI or the Scottish Office. The penalties were also extremely lenient - highlighting the continuing failure of the Scottish courts to take environmental offences seriously.
