Litter offence defined

The Divisional Court has held that for the purposes of the Environmental Protection Act 1990 the term "litter" includes trade and commercial rubbish. The decision in Westminster City Council v Riding (Divisional Court, Times Law Report 31 July 1995), though not too surprising, will be welcome by local authorities dealing with the unauthorized disposal of rubbish from whatever source.
