NRA chief tells water companies to borrow to plug leaks

Some water companies' finances are so healthy that they should borrow more to pay for leakage reduction programmes, according to National Rivers Authority Chairman Lord Crickhowell. The Water Services Association (WSA) has pledged that its members will cut water losses through leakage to 15% within a decade - but the NRA is worried that they may not be able to pay for the work without compromising environmental spending.
