Fresh hold-up for SWQOs

The six-year saga of the National Rivers Authority's attempt to get the UK's first statutory water quality objectives (SWQOs) in place has hit another obstacle. The Government's refusal to allow the NRA to require water companies to make any but already planned investments in sewage treatment over the next five years has forced it to go back to the drawing board and devise a two-tier system of SWQOs. The delay means that the first SWQOs will not be in place before mid-1996 at the earliest.
