Vehicle Inspectorate on the spot as pollution complaints soar
Public complaints about smoky vehicles more than doubled last year and are set to do so again in 1995/6. Prohibition notices served for excess emissions have also been increasing. The trends call into question the Vehicle Inspectorate's reluctance to prosecute for pollution offences.
