DoE faces obstacles in move towards landfill levy

Discussions about a landfill levy have been opened between the Department of the Environment (DoE) and the Treasury. The DoE now appears to favour the use of a levy to raise revenues for environmental improvement projects - but this would need not only Treasury approval but also co-operation from the waste management industry.
