EC debate on emissions register gathers momentum

Moves to establish an EC Polluting Emissions Register (PER) are gathering pace, but a decision whether to make emissions reporting by industry mandatory is still some way off. Ways of overcoming legal and institutional obstacles to the voluntary emissions reporting systems which are being demanded by industry have yet to be identified, and industry bodies have acknowledged the difficulties of getting all companies to sign up for voluntary deals.
