Department of Transport shuns RAC's vehicle emissions test

The Department of Transport (DTp) has poured cold water on claims by the Royal Automobile Club (RAC) that 10% of vehicles account for half the total pollution from cars. Its stance has deflated the RAC's hopes that air quality could be improved significantly by catching gross polluters - reducing the need to restrict traffic in the process.
