Brussels presses on with emissions register

Plans for a mandatory EC-wide Polluting Emissions Register (PER) are back on track with the European Commission scheduled to draw up a formal proposal by next summer. But the Commission appears to be setting itself timid goals in order to boost the scheme's chances of adoption and because of resource constraints.
