IPC guides for organic chemicals

Guidance notes for nine sectors of the organic chemicals industry which come within integrated pollution control (IPC) this summer have been issued by HM Inspectorate of Pollution (HMIP).1 The guidance marks another shift away from the old approach to industrial pollution regulation by placing the onus firmly on operators to keep abreast of advances in abatement techniques and not to cite those outlined in the notes in an attempt to delay the introduction of the latest developments in pollution control.

The organic chemicals sector is the fourth to come within IPC, and operators of existing processes will have to apply for authorisation between 1 May and 31 July.

Existing processes will generally have to be upgraded to the standards set for new plant by May 1997. However, the guidance says that this deadline may be extended with the Chief Inspector's approval where "a major change in process configuration" would be required. Mike Wright,
