Gaps in Government plans for water and sewerage in Scotland

Responsibility for water and sewerage in Scotland is to be transferred from local authorities to three public bodies, the Government announced in a White Paper on 8 July.1 But the extent of private sector involvement in the service, as well as the future of water and environmental regulation in Scotland, are unlikely to be clarified until a Bill to give effect to the proposals is introduced in the autumn.
