DTI proposals on batteries raise EC compliance issues

Draft regulations to implement part of the 1991 EC Directive on used batteries were issued for consultation by the Department of Trade and Industry (DTI) on 21 October.1 But the DTI has yet to say how it intends to achieve the key requirements to promote the separate collection, recycling and separate disposal of waste batteries - or why it feels these can be complied with by non-statutory means.
