Majority vote forces through weakened packaging Directive

Germany, the Netherlands and Denmark were narrowly defeated at a meeting in December when EC Environment Ministers reached agreement in principle on the packaging Directive. The recycling targets are much less demanding than originally proposed. Subsidiarity ruled the day, with Member States being given considerable scope to go beyond and below the recovery and recycling targets.
